Dear Congressman Gallegly,

In this week's session on Bosnia there are facts that must be con- sidered before violations of Civil and Human Rights become a policy.

1. Several million Bosnian Serbs have democratically elected their government in the land of their ancestors. They are neither rebels nor aggressors, nor must they ever be referred to as such. Serbs owned 64% of Bosnia before this civil war and took an added 6% to create buffer zones after the muslims tried to enforce inclusion of Serb owned land as part of an illegally recognized Bosnia.

2. Black's law dictionary defines civil war as "an internal armed conflict between persons of the same country". Even if Bosnia could be recognized as a country, its internal affairs can only be settled by the "persons of the same country". Any other country taking an active part in the outcome of a civil war is an aggressor and has to be trea- ted as another enemy by the threatened side.

3. Since Serbs own the air space over their land, they can treat any intruder any way they choose. In fact Serbs have gone out of their way to warn their enemies about consequences of aggression. ------------

As a Serbian American I am deeply concerned about our involvement, since I have family and property in Bosnia, Croatia and Serbia. My in- terests as a citizen and taxpayer must be given equal consideration. As a result of unfair treatment of Serbs I have suffered loss of fami- ly members and property in Croatia and Bosnia. I am preparing to sue for damages and violations of Civil Rights.

Further, the State Department must stop releasing video footage of bombing runs. Documenting death for public display is barbaric and has no place in a civilized society. I am trying to confirm a report that I lost a cousin who was a civilian in the second bombing of Pale.

Finally, refusing to negotiate with Serbs will lead to one blunder after another. They will never yield to force, but will respond fairly to fair and equal treatment.
