Dear Sir,

Now that the U.S. has aided the Croats in driving my relatives off their land, it is time to review this administration's actions. By ta- king sides in that civil war we became a combatant, liable to hundreds of thousands of Serbs for loss of life and property, initially in Bos- nia and now in Croatia.

Destruction of anti-aircraft sites defending Serb civilians from Croat warplanes is outside of NATO's mandate and amounts to genocide. Under pressure from the U.S. Yugoslavia was subjected to sanctions for helping those citizens who did not want to cecede. This illegal enfor- cement of change of citizenship puts added liability on the U.S.

Persecution of Serbs by the U.S. must be challenged in courts of law. After all the facts are presented, this country will realize that this administration was grossly biased and acted with prejudice. These relentless attacks on my relatives in Yugoslavia are direct violations of my civil and their human rights.

As a Serbian American born in Croatia, with relatives also in Bos- nia and Serbia, I must pursue my civil rights under our Constitution. I am asking this office now, as I did in my letter dated June 25, for assistance in preserving those rights. I have prepared evidence to lay a foundation for my complaint, and will provide this office and appro- priate judicial bodies with copies of that complaint.

Thank you for your prompt response to my previous letters, as well as for any future ones.
